Mining Surveillance System was developed under the Digital India Programme. The development of The MSS was a joint venture of Ministry of Mines, Indian Bureau of Mines (IBM), in coordination with Bhaskaracharya Institute for Space Applications and Geo-informatics (BISAG), Gandhinagar and Ministry of Electronics and Information Technology (MEITY).

This is one of the first such surveillance systems developed in the world using space technology.  With the deployment of MSS that uses space technology will curb illegal mining activity in the country, this over rides the current surveillance system that is based on local complaints and unconfirmed information. Curbing illegal minin activity based on local information was not so effect and with the use of MSS more effective control of illegal mining activity could be traced for necessary legal action. This provided more effective way of controlling illegal Mining activities across the nation
