The Government of India is accelerating the development of integrated textile manufacturing infrastructure through the PM Mega Integrated Textile Region and Apparel (PM MITRA) Parks scheme. With a total government scheme outlay of ₹4,445 crore for the period 2021–22 to 2027–28, the initiative aims to attract domestic and foreign investment, strengthen India's textile manufacturing industry, and create employment opportunities across the textile value chain.
According to the Ministry of Textiles, seven PM MITRA Parks have been selected across Tamil Nadu, Telangana, Gujarat, Karnataka, Madhya Pradesh, Uttar Pradesh, and Maharashtra. As reported by the Press Information Bureau on August 11, 2026, investment interest received across these parks had reached ₹68,590 crore.
The seven selected PM MITRA locations are designed to support integrated textile manufacturing, covering activities from fibre and yarn production to fabric processing, garment manufacturing, and technical textiles.
The scheme aims to create modern industrial infrastructure with developed factory sites, roads, power supply, water systems, wastewater treatment, testing facilities, design centres, warehousing, and logistics support.
By bringing multiple stages of textile production together, PM MITRA Parks seek to reduce logistics costs, improve coordination between manufacturers, and support economies of scale.
The government has structured the PM MITRA scheme to encourage infrastructure development and private-sector participation.
Key investment statistics include:
₹4,445 crore: Total government scheme outlay.
7 parks: Selected across seven Indian states.
₹68,590 crore: Investment interest reported by August 2026.
₹13,537 crore: Detailed Project Reports finalised across the seven states.
Approximately 3 lakh jobs per park: Expected employment potential, comprising around 1 lakh direct and 2 lakh indirect jobs, once each park is completed.
These figures represent different stages of the programme. Investment interest indicates prospective investor demand and should not be interpreted as the amount of investment already realised.
The scheme provides Development Capital Support for eligible common infrastructure, subject to scheme guidelines and prescribed limits. It also provides Competitiveness Incentive Support for eligible manufacturing units to encourage the early establishment of textile businesses within the parks.
PM MITRA Parks may create investment opportunities in spinning, weaving, knitting, dyeing, printing, garment production, textile machinery, technical textiles, packaging, and supporting industrial services.
Textile manufacturers can explore opportunities to expand production capacity, establish new manufacturing facilities, develop supplier relationships, and improve access to shared infrastructure.
The programme may also create opportunities for small and medium-sized enterprises that supply components, industrial equipment, maintenance services, packaging materials, and manufacturing support services.
Investment in textile infrastructure must be complemented by efficient manufacturing processes. Industrial engineering methods can help textile manufacturers improve machine utilisation, reduce material wastage, optimise manpower, standardise work methods, and increase production capacity.
Production Planning and Control (PPC) systems can coordinate customer orders, raw material availability, production schedules, machine capacity, and delivery commitments. Customised manufacturing ERP software can integrate inventory, purchasing, production, quality, and dispatch operations.
These systems are particularly valuable for integrated textile manufacturers managing multiple processes and product categories.
The PM MITRA Parks initiative represents a major government effort to strengthen India's textile manufacturing ecosystem and attract investment in modern industrial facilities.
Its success will depend on infrastructure completion, investor participation, operational readiness, and the ability of manufacturers to establish commercially competitive businesses.
For textile companies, the initiative presents an opportunity to evaluate expansion plans, improve operational efficiency, and adopt integrated production management systems.
Conclusion
With a ₹4,445 crore scheme outlay, seven selected locations, and ₹68,590 crore in reported investment interest as of August 2026, PM MITRA Parks are an important development in India's textile investment landscape. The initiative could support manufacturing growth, employment generation, export competitiveness, and industrial development while creating opportunities for businesses across the textile value chain.
